Angloco and Emergency One: groundbreaking deal helping Iraq fight fires

UK Export Finance provided a $31 million loan for two British businesses to supply 62 new fire engines to Iraq’s Civil Defence Directorate.

Iraq is set to transform its firefighting capabilities with the largest upgrade in its history—thanks to a $31 million export deal supported by UK Export Finance (UKEF) and two leading British manufacturers.

 

The challenge

Iraq’s emergency services face intense pressure during the summer months, when soaring temperatures often lead to devastating fires. These incidents threaten businesses, communities, and critical infrastructure, making rapid response essential.

To strengthen its firefighting capabilities, Iraq’s Ministry of Interior planned the largest upgrade in its history: purchasing 62 advanced firefighting vehicles. However, securing the necessary financing posed a challenge.

 

The solution

UK Export Finance stepped in to make the deal possible. Through a $31 million loan, arranged with JP Morgan as the sole mandated lead arranger and agent bank, Iraq was able to proceed with the purchase.

The contract was awarded to two leading British manufacturers. Emergency One (Ayrshire), which supplies vehicles to over 90% of UK fire and rescue services. And Angloco (Yorkshire), the UK’s oldest fire engine supplier, exporting to more than 70 countries worldwide.

Each company will produce 31 vehicles, showcasing the strength and global appeal of UK engineering.

 

The impact

The new fleet will be deployed across Iraq by its Civil Defence Directorate, with delivery expected by March 2026. Each fire engine will carry up to 6,500 litres of water and 500 litres of foam, significantly boosting firefighting capacity.

This landmark deal demonstrates how UKEF support enables international buyers to work with British businesses, while helping SMEs access upfront payments and secure major export contracts. Beyond improving safety in Iraq, the agreement promotes UK manufacturing excellence and supports skilled jobs, aligning with the government’s Plan for Change to drive economic growth across all regions.

The Government of Iraq is contracting with British companies through the UKEF Loan to import specialized firefighting vehicles for the Directorate of Civil Defence. This will contribute significantly to the strengthening of the Directorate’s capabilities through the use of high-quality vehicles and will improve our ability to tackle fire incidents.
